City of Douglas was incorporated on March 29 as a first-class home-rule city, with Charles A. Hopp serving as the first mayor. Douglas mayors were elected for one year terms until 1965 when the term was increased to two years, but only until July 1, 1970 when the entire Juneau area became unified as the City and Borough of Juneau.

The Douglas Armory building was converted to the Douglas Natatorium with a swimming pool, gymnasium, and dance floor.

A large landslide in early January in Last Chance Basin wiped out a large placer mining flume and nearby road.  Further up the valley in Silver Bow Basin, the Alaska Perseverance Mining Company established a bunkhouse camp there and began to develop several mining claims, the beginning of the community of Perseverance.

The Juneau, Douglas, and Treadwell Railroad was incorporated to connect the towns, crossing over along the Mendenhall bar (but it never materialized).
